BELGRADE, Feb 14 2007 (IPS) – Serbia is to implement a 10-year plan to improve mental health that declined for many in recent years of harsh isolation and transition into a market economy.
Mental health problems were something experts have warned about more than 10 years ago, particularly where young people were concerned, but it is only now that something can be done, Dr Vojislav Curcic told IPS.
Dr Curcic heads the psychiatry department of the elite Dragisa Misovic hospital in Belgrade, and was involved in the five-year research that led to the creation of the Strategy for Mental Health project, now adopted by the government.

Sin made headlines around the world in 1986 after calling on a million people to form barricades to protect 300 army rebels against the advancing tanks of Marcos.

JOHANNESBURG, Apr 25 2007 (IPS) – While South Africa is planning on increasing biofuels production some experts warn the move may hurt subsistence farmers and cause more hunger in impoverished areas of the country.
Proponents in the United States and Brazil say biofuels such as maize-based ethanol is a clean energy alternative that comes from resources that are renewable. However, the production of ethanol itself is energy intensive and requires fossil fuel to process and transport.

MEXICO CITY, Aug 2 2007 (IPS) – Mexico City, one of the most populous cities in the world, could become the Venice of Latin America, although without the gondolieri to serenade tourists as they row them along.
Experts say the capital could be flooded by five metres of water for several weeks. The city proper has 8.7 million people, making it the 10th largest city in terms of population. However, as an urban agglomeration , it is the second biggest in the world, with more than 20 million people in the entire urban area.
The cause of the threatened flood is intensive pumping of groundwater in the Valley of Mexico, which has diverted the course of the main drainage system of the capital, already deteriorated because of a longterm lack of maintenance.

After an uphill battle, the Paulo Freire Community Centre has become the neighbourhood s main social centre, and the permanent home of the Taller de Transformación Integral del Barrio (Workshop for the Integral Transformation of the Neighbourhood) since July 2003.
